According to following Ayat of Holy Quran a Muslim is duty bound to look out

for the poor and the needy:

24. And those in whose wealth is a recognised right.

25. For the (needy) who asks and him who is prevented (by shame from asking);

Or you consider giving small coins to beggars as enough ?

This is really focused on Muslims, do you look out for poor and destitute who are shy to ask? which you might really have to fix troubles for their own reasons. Eventually this can help in many ways… making everything considerably better. The loud spoken beggers are normally fake and that’s their profession. If a needy is shy, I wouldn’t know he/she is needy.

Yes I do. And I donate Zakat to the Zakat agencies who can get a line on those that are poor, such as the agencies in Malaysia or Indonesia. “The squeaky wheel gets the grease” but there are always exceptions…there are those that do help the poor even though the poor are quiet. Ofcourse we look for needy people,

not everyone begging is really poor!

As for Zakat ,the third pilar of Islam, it is strictly ment for those who are realy inneed,

and its a must to take out Zakat every year;i.e. 2.5% of your total money.

60 – Alms are for the poor and the needy, and those employed to administer the (funds); for those whose hearts have been (recently) reconciled (to truth); for those in bondage and in debt; in the cause of God; and for the wayfarer: (thus is it) ordained by God, and God is full of knowledge and wisdom.
